Caustic really doesn't sit in a bad place whatsoever.
He doesn't die by just going outside like any legend. He has no movement sure, but neither does fuse, mirage, Gibby or Bloodhound.
He is a trapper, yes he is strongest inside, no doubt, but he most definitely isn't weak outside. Like any team of 3 if your position is bad you are most likely going to lose fights. Caustic can place traps around cover, he can even shoot his own traps to make visual cover for his team. Just because they are not in an ideal environment doesn't mean it can't work. People run into traps when they are busy fighting and looking for players.
He doesn't need to be changed, you are making a simple champ over complicated with your toxins and your stacks. It doesn't need to happen.
Enemy walks next to trap, trap deals damage, easy as. He can even throw a trap on enemies to flush them out of cover which is great for outdoor fights.
