It can certainly seem that way, but for every player who hates one map and loves another, there are other players who love the hated map and hate the loved. The thing that I find funny is that, E district aside, these maps really are all exactly the same. Open ground punctuated by various smallish buildings and bounded by cliffs or high walls. Rinse, repeat. That even applies to E to some extent, though cover is much denser. You'd think the level designers would want to stretch their imaginations a little. I guess not.
