That's all well and good but most people don't have 50-75% of everything unlocked so for those who have what's likely to be less than 5%, it would be hugely beneficial.
I would also just like to point out that after you reach level 100, you don't acquire more packs, meaning you only get 40 or so and then your out. at that rate you are only going to get one legendary and like 10 epics. if those are all refunded, that equates to I believe 2600 crafting metals. or 2 legendary items. I think this is great for the free to plays.
