no changes to lifeline, wraith, or octane

all of these character must be perfectly balanced as is right?

@Eurlannd Wraith is fine. Doubt Octane is OP. Lifeline's ability to spam her Revive at no risk is a problem.

no Octane is the opposite of OP while wraith and lifeline were definite A-S tiers last season
