Octane 12 damage stim

@Sir_Named I don't understand how they can keep Gibby at his current state and still not buff Octane! He's my favorite legend, but it just doesn't make sense to use him anymore! Also, I think that Mirage should have a fifteen percent (or something like that) movement increase when he pops his ult. 'cause his ult is really for getting outta sticky situations, same with Wraith and her tact. (I don't use Wraith, though, so I really don't care). Anyway, I think if they're gonna keep Gibby and Path in their current state (honestly, I don't mind path as much as Gibby, 'cause at least you gotta know how to use Path) then they should definitely buff underpowered legends to at least be on par w/ Gibby.
