Octane Buff Idea

So i think we all know that Octane is one of the weakest legends in the game, So i came up with an idea to buff him and make him more useful in combat

The Idea is to add onto either his Passive or Tactical and allow him to reload and switch weapons faster (Maybe 10%-20% i haven't thought to much about the numbers) and cut the health it takes to use his stim in half

I think this would make him more viable because reloading takes a good amount of time in a gunfight so doing it faster would give him an advantage, and the switching weapons faster buff would allow him to swap to a close range weapon much faster if he gets jumped with a longer range weapon out, or to switch to another gun to finish off a low health enemy, and as for cutting the health cost i think the current amount (I believe 10% of his current health) is way too much so cutting this in half would make it more usable in more situations such as combat because you can use it to strafe faster but it gives the enemy a free shot on you basically and running in the zone so you can use it in later zones without losing too much health and dying as a result when running to escape
