He is an easy legend to use once you realize the grapple can swing you to reach farther/higher heights. Not much skill there in my opinion.
The nerf was called for and made him balanced, now I can finish off players who shoot at me once and try to run away.
If you want to use a legend that takes skill, go for Octane, he has agility and finese if you know how to utilize his jump pad in all situations.

Its the only legend that need skill. The only reason for the nerf is allow the camp players to stay on the game. The grapple, on the actual map, must be longer and quicker, not slower.
