pathfinder grappling hook from flight

Mirage can use his ability while diving, it seems natural to let pathfinder use his graplinghook from flight also. Hook onto the drop ship, or a wall, mountain etc.

Seems like the tactical should be active for everyone, even if it does not have a purpose. Banglador smoke would also be useful.
