It's not the task of a company to make you behave, you just have to follow the guidelines you agreed to following.
The one to teach manners to a person is typically their parents, not a company.
Even if it isn't logical to you, the action has been determined by an EA agent who found it logical to give that exact punishment.
I understand the position you're taking here, and what you're suggesting would probably function fine in a certain way.
Though the main position of this system is to punish players, not to teach them to get onto the right path.
Same goes with government instances, you get locked up when you do something wrong, other instances help you with getting back onto the right path.
So as I said before, people have accepted these guidelines.
It's their choice to violate them, therefore account punishment is in the right.
Also do note that punishments are something related directly to EA, not to the development of Apex Legends.
Not sure where this kind of feedback should go though, as it's a part of their main guidelines.
Plus you forget the most important; it doesnt work because people create another account as often as they want.

The agent is trained for this, it's their job.
Many stores do this, though the difference here is that in stores it's harder to pick up onto this behaviour.
And again, players accept the guidelines, they are fully aware of what they are allowed to do.
I doubt it would need regulating from the outside as these terms are clearly stated, it's on the user for not following them.
Rules are there to be enforced, not to lightly play around them.
Either follow the house rules or don't get involved.
Bypassing a ban with another account is a violation of the guidelines, therefore it doesn't work as these users get actioned again.
Though just as the store example I gave earlier, it's harder to pick up on this.

@Palette24carats I don't think it's that weird.
A store is private property, therefore you have to accept the ruels to enter it.
Not ridiculous, if you don't want to follow rules then you won't be accepted into said store.
A store can make up these exact rules, if mentioned at a proper place.
So it's completely reasonable, we shouldn't act more lightly because people would like that more.

Each player has agreed to behave or be punished for misbehaving. Misbehave at your own risk.
As for the create another account to bypass this, it does not work when one violates the ToS massively and gets a Hardware Ban for how one has conducted oneself. New hardware is expensive.
Here is an Original thought if everyone adhered to the Terms of Service that they agreed to and behaved properly then these discussions would not be necessary.
