@Raklor_R A new report system will do no good. You cant punish people for just being bad players. You may not like it but we all get those people at times. Some people must have forgotten they was new to apex and didnt understand things despite their levels. I am level 500 and still learn new tricks and helpful tips this is with 11k games played.
Fact you just said you and your team mate tried to kill him makes you worse then he was if not as bad. False reporting also solves nothing but man hours that should be spent on real issues and concerns of true cheaters. Also takes away exploit team time reading your chat for that match and listening to the coms of that match.
So if you wrote anything in that chat or in coms that is against the policy chances are you will be in trouble before them for being a new player not understanding yet. You said it yourself he was level 27. That is very easy level to obtain with in couple dozen games.
When will players finally understand you at one time did same exact things you messed up horribly at times cost your team the win. Every one has we knew no different we knew how other shooters dealt and handled things with mechanics this game is entirely different level of mechanics compared to any game out at this time.
Moral of story if you cant help talking to him explaining to him what he should do then you are not as useful as you think. Even if they dont listen to you that very moment it will be stuck in their head for future games played. I cant tell you how many posts ive mention even being someone who can carry people i do not do so. I help them learn and understand even ask heya are you new to apex? If so i can help you learn some tricks and such. A community who cant help the community is just someone who offers the game nothing but playing matches.

Let us not forget those leaving the game may not be leaving it is very possible their net died as there are major storms passing across the globe knocking out power for thousands. There is also the game kicking you net code errors. Not everyone is going afk on purpose or leaving a game. To report players who have no control over net code errors or their power being out would not be moral. And sense we will never know how they disconnected and why you would be reporting legit players as afk or game leaver.
Again, i don't mean players what have internet problems in the middle of the game, i mean the People what start matchmaking and being AFK from the start of the game or Leaving right after champion selection because they didn't got their Main Champion.
You say it is not fair that we should report such players, but is it fair that such players ruin games for other people because they are entitled?
League of Legends Support said that is the Players fault, if he knows that he has a bad connection that he maybe shouldn't play with random people because he would ruin their game.
A good Option would be that Players who get reported mostly get on a watch list. The system will give the player a timer IF the player get to many leaves in a short time (5 minutes for the first time and add 5 min when he does it in the next 5 games).The main reasons I can see for reporting people is third party software are going afk for the match or but I do think you should be able to leave feedback on players that are bad teammates so they only get matched with other players that have bad teammates this includes people that drop on the other side of the map players that quit instantly the moment they get knocked
