I shot the player first, but according to the death recap, they're the ones who shot first, and we were both point blank and hit each other for the same amount of bullets. This just shows how much the game favors console players in PC lobbies. It only counted 5 of my shots and 9 of their shots. We both had full unbroken blue armor and full HP, except remove some stim off Octane, because he darted towards my building.
The point is, the game appears to allow console players the advantage in pretty much any fight, as it simply doesn't care.
