Fully agree with a lot of these.
Mirage: 100% would want this implemented. (Hate him with a passion but yes he needs it.)
Bloodhound: Tactical: Not sure about the blind but the duration is minimal so I can see what it would be a good idea. Maybe only if they are facing the scan and not away.
---Passive: Should be a 30% increase on tracks period. It's not like he'd have options to run in different directions but yeah that's like him getting an adrenaline boost for tracking his prey successfully.
---Ultimate: What's the reasoning behind the healing. What about the character makes you think he'd be able to do this. Maybe instead, faster reload time on guns, ignore slows from traps. (Also make him a little less noticeable from the world would be lovely.)
Caustic: Not sure I see the reason for one handing the trap. He's throwing a fairly large and heavy item that expands. I love the idea though of him healing in his gas. But if he gets that then I feel like the slow to allies should stay. He's fairly balanced. Over tweaking him might make him too good. (Like they been doing with Gibby.)
An idea I had for lifeline was a bit of an overhaul that I've mentioned in the past:
Lifeline I suggest giving her the AOE heal from the dummy event as her ultimate and then change her tactical to something different like providing her passive shield in front of her and her allies.
Since it would be in her tactical then it could be removed from the passive (Which sometimes hinders players because it can be seen through buildings.) and they can buff her passive in a different way like providing a 25 heal to the shields or a little more health when she revives someone. This would make her a bit more enticing to play with all the Gibraltar buffs that's been making her feel lack luster.

For Bloodhound, his ulti is usually best used in the middle of a gunfight. Its actually more useful as an escape or repositioning tool than for offense. I want to give him more offensive capability as it fits his "hunter" persona and the allfather grants him renewed strength in combat. This can give him a chance to continue fighting once he pops his ult instead of just running and healing. It does seem a bit too OP though.. I had several ideas for the Ult. They already added my old idea of knocking down people increases duration. I will update it again.
Caustic does not do well in high tier games because of many factors. One big weakness is close combat or ambushes where in throwing a trap usually means instant death from a Wraith or Path with an R99 or PK. You have to understand in high tier games, people have laser aim and no matter how you dodge, his hitbox is gonna get you killed instantly.
