These servers are hosted on their servers, not locally.
Having a lot of 1 to 6 player servers could affect performance of official games, therefore it isn't really viable to mess with server resources like that.
But couldn't they have used locally hosted servers? Well, yes, but they probably have their reasons for not doing this, I'm sure they've put quite some tought into making this idea.
Also this mode was really more designed to be custom tournaments, making it more accessible for certain groups. I don't think it ever was designed for small friend groups and so forth.

However if other games can do it, Fortnite to name one, than so could EA/Respawn.
They should have called it Tournament matches and not Private matches because well private matches was and is misleading.
Finding 30 people to do this with you as a normal person is insane, unless you are a content creator, in the pro scene an org etc.
In fact basically the people that had access to Admin codes for hosting are basically the only that will be able to continue to host matches.
Only a few benefit from this yet it is being sold as we all benefit from this.
Great idea sad implementation, lower the player requirements.

In 2023? Common, EA needs to finally upgrade their 15-year-old server hardware. There are no excuses.

They have 3 years time to think and time before that. =)
Make it like it used to be in Starcraft or Warcraft or quake or CoD or what ever OG game. You could make own games in offline mode and host tournaments easily in LAN.
If they dont have server capacity then let players host servers or buy private servers and use it like that.

If you google apex legends modded server. You can run local server.
PC only. But since Apex has low system requirements, an average PC/laptop can run it and plug in controller if you're console player to mess around with movement.

This would've been ideal, yes, so it's weird why they didn't decide to go for this route.
I'm assuming it has been done for some security reasons but also maybe so players don't seep away from the official games too much.
Can speculate a lot about it, though of course can't confirm.
I wouldn't recommend mentioning names or links related to modified clients of EA games, these clients violate the Terms of Service and posting such content is most likely not something they'd like themselves. I've had my post removed a tad back due to this (or edited, I don't recall properly) so it's mostly just advice.
