Returning live grenades would be cool but the window of opportunity for this would be insanely small / niche as when skill levels get higher, most people are hitting you with grenades at the detonation time. Plus that doesn't work with thermite & would be OP to get Arc star stuck and return to sender.
Fuse already holds double the grenade quantity of other legends, and if you get good with single shot / slower weapons (wingman, 30-30, Rampage) you can save ammo slots in exchange for even more grenades. (I've managed to get away with 2 ammo stacks this way, tho 3 is more ideal if using rampage). My personal favourite is 2 ammo stacks, 1 syringe, 2 cell, 1 bat, 1 kit, phoenix if im lucky, and then all grenades. Siege warfare is always so much fun, it's just getting the aim and angle to work can be a pain with the different aiming ranges.
He'd have to be immune to his frag grenade for that to work, as 100 dmg from a frag for a simple hop doesn't really fly. Reducing damage taken from grenades likely wouldn't even work for this as losing any shields mid fight for a repositioning that could leave you open for potentially being beamed by a good enemy would be brutal.
One QoL that would be nice tho, would be faster grenade recovery, so you aren't locked into the animation and unable to swap back to weapon. He's literally firing the grenades from his arm, why is it hard for him to swap to and from gun?

Fuse is offensive legend. Kit that Fuse posses dont provide offensive abilities compared to other legends in same category. Other legends have means to escape or relocate or chase or hinder enemies movement. Fuse fall short of this. There is no -OH SH…-button for Fuse.
Of course you can have killer plays with spamming nades and clusters and motherload but it is pretty rare to pull these feats off or really gain advantage with these. Occasionally you can make use of this torrent of nades but when you compare how many times better is wraits passive and Q, or Bangalores smoke+ulti or octane stim+jump or Ash’s arc snare + phase breach…well you get the point here…=)
Fuse could be super viable and even more fun to play with if Respawn/Ea would make some modifications to him.
First thing would be make knuckle cluster so that it could really be a tool for push or escape. Fuse needs mobility and with different kind of knuckle cluster it could be done. If Fuse can't have mobility then there should be a way to take movement away from enemies or give Fuse advantage over them in someways when using tactical.

If Fuse is hitted with knuckle cluster he gains speed. Enemies are slowed for small amount.
or
Knuckle cluster visual hindrance should be so little to Fuse that you could use this to gain advantage in fights.
or
Cluster would deal no dmg but block vision and sound for a short time (Flashbang style)
Fuses ulti way too optional to make good use out of it. And with kit that other legends have it can be avoided in soooo many ways.
Suggestion for new ulti:
Cold one
Fuse grap a beer. Gain temporary firerate upgrade.
or
Guitar Solo
Fuse shreds a killer solo. Ramp up whole teams speed.
Or
Six Pack
Fuse tosses down a six pack. Whole team gain temporary firerate upgrade.
