Punish Rage Quitters and Encourage Waiting for Respawn

I’ve been having this a lot lately.. I fight my behind off to get to them and often win the fight but I haven’t noticed that they left half way through that fight, kinda feels like a kick in the nuts. Though I have also had a lot of encounters with being downed and my teammate gets my banner but proceeds to teabag at the red pawn station, stopping the respawn just before it finishes and repeats it over and over to finally not bother and get killed.
