I agree. i recently got back into playing Apex. been getting a little better but still having to put up with random teammates who "lone wolf" and just rage quit whenever they go down/die just once. It pisses me off because you could be committed to bring someone back after getting their banner but instead they are sore losers and just rage quit. it's unhealthy for both the game and the player/s.
I mean, the whole point of playing a "squad" game mode is playing as a squad with a squad but some people seem to forget that if they don't wanna join squads they could just simply uncheck the "fill" box so they can go in solo and not ruin everyone else's experience. but i believe some players do this deliberately because they want us to suffer from THEIR consequence.
Now i could be wrong in saying this, just putting it out there and voicing my opinion. (might not make any sense but i have Autism so... meh :P) Anyway i hope Respawn can implement a punishment for rage quitters such as forcing them to wait a specific time before they can join the next match as you said but still have access to the Legends, Weapons and Store tab and can still go to the training area for practice. Another option would be to remove any positive stats they accumulated during the match right up to the point where they rage quit as mentioned before by you.
TLDR punish rage quitters, everyone's happy as Pathfinder :P
