This seems to be the go to argument for people that leave games: "What if it is something I can't control?" As if the general population were constantly dealing with the issue of having their gaming machine teleported into another dimension for a few minutes. I refuse to think that you can't do something about it. If powercuts are happening almost daily for you, then don't you think taking care of that would take precedent over a game? Talk to your city council? Get the attention of your mayor? Get an electrician to help you out?
Your other reason for leaving is EXACTLY why there needs to be a punishment for quitters. A punishment for you, quitter. What if someone uses that excuse against you? Would you say "Yeah I understand why he quit, I'm not reliable?" I don't think so. I think the real reason why you leave is you don't want to wait, or you don't want to respan with nothing. Otherwise, why wait until you are downed to leave? If you really think you can't rely on your teammates, why not just leave immediately?
