Level 100 is a very large barrier to entry. That can take a while for those that have work or school schedules, or pose some difficulties with matchmaking wait times if you reduce the amount of players that can queue up.
The real question you should ask is at what level do you think you've gained a clear understanding of the game. A level 30 player can be more skilled at the game than level 100, time played is the only thing separated the two.
Do you think level 10 is too low? If so, what level do you realistically think it should be at?
We've seen some feedback on how Bronze players are queuing up with higher league players. Keep in mind that doesn't help the Platinum player out unless they think the Bronze player can help them avoid RP loss, but hey, maybe they also want to get into a competitive match with a friend?
Someone else mentioned in another discussion relative to this how you should only be able to queue up with someone X amount of leagues higher than you, so there is some form of league ceiling you can hit until you rank up higher.

From Platinum onwards there's no way you'd invite someone who couldn't pull their weight as it would be a guaranteed loss so there's no harm in allowing it.
In terms of when someone should have access to ranked - it would be better if the RP system was reworked to help people stay at an appropriate level for their skill, rather than a minimum level requirement before they can play it. This would mean an overhaul in how RP is awarded and a mechanism for falling to lower brackets brought in. This would be complicated work, especially to do it in a way that doesn't empty out the top brackets, but it's essential if ranked is to be more than a brief novelty. A lot of players I know who would slot comfortably into the Apex bracket in my region seem to have stopped playing ranked, partly because of not being able to get games to pop and partly because the guys who are great players but don't have time to grind and grind aren't really getting better games anyway because of how many bad players get to gold as a matter of course.
