@EA_BlueberryYes level 100 is too high and I'll even admit 50 is too high but 10 is way way too low.
Any normal person wishing to get a decent rank would 'practise' at a game before jumping straight into ranked BUT at the moment there is limited penalties or restrictions so they're jumping straight in.
The problem with that is it's win/win for them (apart from stats) but unlucky for those that get paired up with them for all manner of reasons. Likewise lower ranked players are forced to play in higher tiers if their friends are ranked higher to stop cheating/stomping yet a decent premade team are essentially doing that now for the first 10/20 games until they are out of bronze.
So surely the answer is to either increase the requirement to level 25/30 whatever OR perhaps start higher levelled players in a better tier? Obviously the latter will happen come next season (depending on their rank this season) so I only see the first option as valid, becasue at the moment for anyone other than a full trio the games, players are just providing an awful experience.
Just sort out the frickin' cheating and there'd be no need for ranked requirements.
In a Platinum queue game our squad just met an Apex Predator (1041RP) using wallhack & aimbot clear as day.
His account rank? 48 ! (according to apex.tracker.gg)
Game before that?
Another cheater. Rank 117.
Examining his stats on apex.tracker.gg .....
Bangalore
Matches played: 76
Full Squad Wins: 64
Kills: 1853
Yes, you read that correctly; with Bangalore this guy has *averaged* 24.4 kills per match.
These aren't new accounts, they've been blatantly cheating for extended periods of time.
Yet you've done sweet F.A. about it.
It's honestly quite pathetic at how ineffectual you've been at countering cheaters.
