Wouldn't that be kind of "fall from grace"? I mean he was a professional soldier, Pilot and a war hero. Why would he participate in a uncivilized death game taking place in the middle of nowhere even by the Frontier standards.

Not to mention Apex Legends takes place at least 30 years after end of the war.

Cooper would be like 60 years old.
