Heh que times are soo quick for most regions by time you loaded to firing range or when down hill to loot you would be placed in your match. Not to mention the firing range uses a dedicated server which is how you see other holo and such. So to hit firing range would not last long enough for it to be of benefit. So they may not even have something in place that can move from a dedicated server to new regional instance. My assumptions btw not factual.
