You weren't even looking at them. The target was at their feet. Plus, Hipfire at that range with a burst weapon ain't recommenced. If you Aim Down Sights at them you might have killed them especially since you had the high ground. Now, if you were ground level with them in the small room. Hipfire would have worked differently and might have been in your favor.
