I believe they're asking for a prefered order in case our first choice is taken before we can choose. Since we get up to 3 choices we could pre-select those and the game would choose whichever one was left. If our first two were taken then it would auto select number 3. If only the 1st was selected it would auto select number 2. At least that's the way I read the OP

More of a convenience factor to save from having to scroll through the top three we like to use most in order. It would just save time in case one or two of our favorites were chosen if we pick third.
