I'm sure you're right. Every once in a blue moon I'll queue into ranked and my "rookie" lobbies have no real rookies in them whatsoever. The entire match plays like platinum sweatfest.

And you've hit on the damning flaw in that rank distribution that they show you at the beginning of every match. It shows you where players are currently in their grind, not where they actually belong based on their skill. Yet another reason why ranked play is a sewer filled with players who are either intentionally hiding their own skills or are having them hidden for them by the game.
