Because its a BR and not a 1v1 or 5v5 with one winner and won loser. The SBMM must be "wide" to make sense. Imao, the perfect sbmm for a BR would be NO sbmm at all, but just a totally random matchmaking that puts the last 60 who press "Ready" in the same lobby. Such matchmaking would make the skill level of an average match similar to the player skill distribution, which most likley is normal distribution with a quite low standard deviation around the mean skill level. Such matchmaking would allow bad-to-average players enough breathing room to improve, and would not punish you for having spend time and effort to become good at this game.
The biggest problem of this game when it comes to "unfair" matchmaking is the amount of smurfs that are playing above their skill level in ranked. If they make it harder for smurfs and also allow demotion between full divisions, then ranked could be the game mode for those who want to compete against similary skilled players.
