The biggest problem with Apex's high time to kill is the fact that making big plays really doesn't happen all that often. That's going to make players leave by itself.
I think increasing base magazine sizes for all guns will go a long way towards fixing the ttk problem. The biggest factor in determining damage per second in any shooter, is the size of a weapon's magazine. You are doing zero damage while reloading, you'd deal more damage before needing to reload, while leaving the damage per bullet alone. The time to kill would feel a lot less aggravating if the overall damage per second was raised by increasing all base magazine sizes. We'd still need to maintain aim even with larger mags, but it would feel a lot better actually killing players who have poor situational awareness. Alternator should start with at least a 22 round mag, same for all assualt rifles. Wingman's mag is fine, so are the LMG's, so are snipers (except the Scout), and shotgun mags are fine because they're already the best cqc guns. The shotguns and the Spitfire are good because they have relatively great damage per second. They can maintain a consistent damage output over time, everything else has to reload.
