Remove octane stim damage

@Peri_Longbow_plz Overdose level sounds interesting too, I don’t fully agree with the part about the ability to kill though because that would be annoying to knock yourself... I haven’t really played Octane much since he became meta but his 20% hp per stim is too much rn

@TheApexLegendNub In a lot of cases Octane can efficiently use his ability to easily get out of danger. If you so happen to find yourself in an area with a lot of corners and buildings, You'll be off the grid faster than Wraith, Valkyrie or Loba. He can spam his ability excessively often with zero repercussions. If you find yourself in the optimal area, you can run around even with 1 health and survive. That shouldn't be the case. If you decide to fight and get low, you shouldn't have the free card out of danger. Legends like Rampart, Caustic, Wattson, Fuse and Gibraltar can't get away that easily either.

I've watched a lot of Octane team mates, they all escape danger the same way. Stim, Stim, Stim, maybe heal a bit, stim, stim, stim.
