What about reworking him completely?

-Silence should deal 12 damage
-Silence should completely disrupt enemy communications instead of negating the victim's abilities: the enemy team shouldn't be able to see the victim in the map, to see their status and to talk with them via voicechat or ping system

Effect duration: 10s
Ultimate
When revenant activates his ultimate he becomes a shadow and drops a death protection marker (maybe a skull). If Revenant takes fatal damage he will return to the death protection marker. Revenant can return at the death protection marker leaving shadow form at the cost of 99 health.
Charge time: 240s
Range: 80m (current: 60m)
Duration: 60s (current 20s)
Shadow Form
Weapons and Shields are disabled
Steps are silenced
Max wall climb is 20m
Melee attacks deals 100 damage
Healing is negated
@HER0DI0N 30 seconds cooldown for his tactical is too much, I kind of like you idea about disabling communications and mic chat, Its unique indeed but people could use another ways/apps for communications (like xbox party chat) which the game can't disable. Also why would you suggest disabling his weapons in shadow from? I'd say give him what you suggested in the ultimate but keep the ability to use the weapons & abilities.
Even if they use party chat and they say"there's an enemy on my position" other teammates can't see the position.. they will take much time coming help. Yes apex legends is built on weapons why simply cut them off, you are right
