Okay. I can promise you I’ve gone through every possible step and it’s not my connection but happy to take some suggestions.
Can you tell me which steps you've already performed so that we don't repeat them? Also, are you on a wired or wireless connection?

Reinstalled game, cleared cache, tried connecting to multiple different data servers. My connection has never been a problem with any game I’ve ever played. My ping is 25-35, 300+ mbps, 0 packet loss. If you look at the post I linked to you’ll see tons of people are having this problem. Every single Xbox player I play with is having the same problem.

Try using alternate DNS settings. From the Xbox One screen, go to Settings > Network > Advanced settings > DNS settings > Manual. (If Settings doesn't appear on the home screen, select My Games & Apps, then Settings). From there, enter the Primary DNS as "208.67.222.222" and the Secondary DNS as "208.67.220.220". If that doesn't help, try using the google DNS servers which are: primary alt number 8.8.8.8 - secondary alt number 8.8.4.4.
Also, when you say you cleared the cache, do you mean the alternate MAC address? If not, try these steps:
Go to your Xbox One Settings (Just press Start, then click Settings)
Go to "Network", then "Advanced Network Settings"
Click on "Alternate MAC Address", and then click "Clear"- 5 years ago@EA_Aljo i appreciate that advise, but If anything that seemed to make it worse. If you work for the Apex team I find it hard to imagine you guys aren’t hearing more about this issue. There are multiple posts online and all the 10+ Xbox players I play with are all having the exact same issue. It’s something systemic with the game that started after the first patch update after season 9 came out. It’s ruining the game.
