I don't find Octane to be very good. Maybe I have bad luck but every single time I have an Octane on my team they just run away at the drop of a hat and abandon their teammates to go and hide for high placement to save points.

Honestly an indirect way to nerf him is to change how ranked points work.

For example:

If a teammate dies and you do not grab that teammates banner before it expires you loose 1-2 kills worth of points. Boom, you just fixed alot of the problematic Octane running away and issues with players hiding for placement.
