I disagree with the premise of this thread.
I've seen "skill-based matchmaking" attempted to be applied to so many games over the years, and it's never done much good.
On the other hand, it introduces an element of controversy and potential frustration for players, takes an unknowable amount of time & effort (sort of a pandora's box situation really), and ultimately hasn't been effectual in any of the cases I've observed.
Sure, the ideal of this is nice and all, but practically speaking I don't think this can be done.
p.s. I'm not pitiful nor do I want free wins against 'worse players'. I tend to be the 'worse player' more than I'd like.
