If all the mods returned at once, matchmaking everywhere would take several minutes or longer. I've already seen some people complaining about longer matchmaking in pubs (due to Wildcard).
Even now, in Wildcard, I sometimes wait three minutes for a match only to have half my lobby be the same people from the last few games. And those console pred players entering my lobby via crossplay with friends... Mmm... I love it.
The irony is that these console predators are the people who have driven normal players out of the mode completely. They sold the rank-and-file player base down the river because they refused to force diamonds/masters/predators/cheaters to play only amongst themselves. Through bad matchmaking and the refusal to eliminate secondaries. Respawn, if you're wondering where all your net bookings went... that's it right there. Same process that destroyed arenas, mix tape, and is now destroying bots.
