Stop allowing smurfs in rank. Smurfs destroy rank mayches.

@Ironflower196 Easy solution - Placement Matches.
Making Placement matches, would not fix the smurfing problem. Look at other games, like Rocket League. They have a placement system, but there is still tons of smurfs.
