Storm does over-powered damages in elite queues for apex legends

The storm does way to much damage for elite queues, i was just in a game and me and my friend had just gotten in the storm and we had expected it to do some more damage because the patch notes had ex...

Increasing ring damage decreases map size 

Decreasing map size without decreasing player count, movement speed, or audio alert range forces players to be more passive.

So instead of a few players camping outside the ring, we get lots of players camping inside the ring...

How was the result of this change not blatantly obvious?
