I agree with your perspective.
I believe resolving the unfairness caused by device differences through matchmaking is a great idea. I also fully support the opinion that unauthorized devices (converters?) should be banned immediately upon detection.
The real question is whether it is feasible. I personally wonder if it might be simpler to separate servers by device rather than trying to adjust the matchmaking within the same pool. Then again, the method you proposed might be easier to implement from a management or technical standpoint. I don't know it. I look forward to hearing the developers' response to this.
