The game is so inconsistent and it's really bothering me

I stood roughly 20 meters away from an immobile target dummy and the maximum I could hit for was 38 or something with the EVA-8. On a range of 15 meters it was 42 damage. Which seems normal to me.

But then you see enemies standing across a hallway, seemingly miles away and 3-tap you with EVA-8. Okay? what kind of hop-up have I missed that allows the EVA-8 to do that? This is one of many situations in the game which make me question the consistency of the game. The typical case of "Only an enemy is able to do that, and when you try it you can't even get the values he got"
