The Loba (Red Handed Skin) is missing its glimmer effect

I notice that Loba's "Red handed" skin no longer has its glimmer effect. At first, I thought it was patched out since I only noticed it after the Chaos Theory update. It didn't make much sense consid...

Anyone know how to report it to the Devs? I'm honestly so mad about this because I didn't buy this boring skin. I want a refund because it's not getting fixed
