The thing is, you should never look at the implementation from wildcard as ideas for wildcard, they are testing new skills in a fast paced way, using default Legends.
So basically, they are all tests for the BR, and this particular skill is one of those that are not going to hit the mark 10/10 times, but it looks to me like a skill that can change the outcome of a fight in a ranked fight.
I feel like it could easily be a tactical with a cooldown that allows the enemy to keep pushing, if they don't unload their whole mag in it. (10 seconds cooldown) Look at it as a wraith's tactical, but instead of fleeing, you're actually being a tank.
