With the rise of the ARC series on the horizon, it seems like they'd migrate for the sake for allowing ARC GPU's to properly work with this game, hence why it's most likely a priority.
I myself have not been encountering these types of network issues.
Most of the time when I see others encounter them it's usually an issue with their setup or their ISP, which quite frankly has nothing to do with their servers at all.
I do agree their netcode can use quite some tweaks, it has plenty of flaws, though these issues aren't 100% guaranteed.
I don't see a problem with Seer's design either, as wallhacks aren't too powerful if we are denoting that this game isn't made for hide and seek.
As for Catalyst, what exactly has she to do with Valorant?
I'm assuming that comment about the map was sarcastic, what exactly seems to be the issue there?
I assumed it was sarcastic due to the excessive amount of dots, so sorry if I was mistaken.
I don't think you have to go at me like that when I'm simply trying to have a discussion here, I don't think it's necessary to reply like that if you're going to be unconstructive like that.
Now I'm not going into this too much so others can still discuss this, as I'm not wanting to derail this thread, though I find it a bad move.

Seer shouldn't be allowed to track players through walls if they're sneaking, or at least have a longer delay between heartbeats.
While with Catalyst, her abilities may be similar, they function differently in how they're deployed and in the situations it can be deployed in. That's like saying Octane is copying Sonic because he can run fast, yet one can constantly run fast with no penalties, and the other loses health each use and has to wait 2 seconds after each run.
Catalyst has zero control over how her wall is formed, other than a single direction for it to be deployed in, while in Valorant, the wall ability can be guided to curve around corners.
Gibraltar could very easily be more arguable as being a copy to another game, since dropping down a shield in which nothing gets in or out (besides Maggie's tactical) isn't a new feature. I'm pretty sure League of Legends already have that ability.
