Pretty surprised no one mentioned it before. Just make firing range available in offline. I'm pretty sure there is no real reason for(besides spaghetti code behind stupid console-like "press any key" menu structure) it to require server connection for solo aim and movement training().
Also - let players enter it while in queue(this ine definitely been requested lot of times).
