I don't disagree with you but I feel that instead of nerfing him back to how he was maybe introduce a buff to a legend that will in essence nerf Caustic. For example, when Caustic has his gas out if Bangalore fires smoke on the gas the 2 will mix and dilute one another, the result would be that Caustics gas will lose half of its effect. I feel that Respawn should implement more direct legend counters, like when they made Revenants tactical stop Gibby's gun shield, to nerf Gibby but buff Revenant.
