Underwhelming and unnecessary Hemlock nerf

I am extremely confused and disappointed with the Hemlock nerf.  I used to use the gun all the time because no one else did.  Honestly, no one used the gun and all of my friends hated it as well.  But I have a fantastic trigger finger on console (thanks to Cod4 days) and I thoroughly enjoyed the precision needed to be good with the Hemlock.  It was crazy to think that after the Flatline was buffed so much that it was getting a legendary attachment to make it even better, while the underused Hemlock was getting a ridiculous nerf.  It blew my mind and now the gun is even more irrelevant.  Another situation where the devs are deciding to lower the skill ceiling on aspects of the game to cater to new and unskilled players.  

I think the devs were implementing the new slower rate of fire attachments for the other AR's and thought to themselves, "Well, these guns with the anvil receiver in single fire mode fire slower than a granny in the supermarket, lets reduce the Hemlock single fire for the hell of it as well!"  Yes, great idea!  Let's take an already underused gun and make it even worse!  Now that were introducing a longer range meta, lets decrease the single shot fire rate by half!  Yes great idea Random EA employee, the Hemlock was used almost every single game in pro leagues and it's incredibly overpowered along with the R-99!  Wait, whats that, no one uses that gun in pro games.  Oh well, lets just nerf it into the ground like every other good thing about our game.  Hey you want an overpowered energy sniper, here you go!  What even is a Hemlock!?!? I don't know how to balance my game!!!
