Her passive should not act like a whole tactical. Her tactical should not act like an aggressive legend's tactical when she's just a recon. And why does that tactical have such a wide radius? She is also constantly repositioning with her jetpack. I think she should have a new passive or decrease the fuel by a great amount. Her tactical should be her jetpack, perhaps. Her passive can just be her recon when she's ulting, but definitely something recon

Thats probably because you only see the opinions of casual players and noobs who dont understand the extreme value of having Valk in the team comp and the extreme uselessness of having a Lifeline in high elo ranked. The image below shows the pickrate for the latest ALGS, i.e the highest ELO, for all regions. As you can see, Lifeline literally had zero pick rate whereas Valkyrie was top 5 most popular legend in all regions.
I think Lifeline is in a good place for playing casual or probably for low-to-mid elo like Platinum and lower, but she is utterly useless in higher rank. And even though I wouldnt go so far to call Valkyrie "broken", i.e that she breaks the game, I agree with @k-5ou that her kit is a bit too good and I think they should nerf her a bit. I mean, her ult is basically one free guaranteed relocation with such low CD that you pretty much are guaranteed to have it available every new circle. You dont even have to fight for the ring anymore. Combine it with Gibbies Q or even Q+ULT, and you can use it pretty much in all situations, even with enemies close by.
