Why am I being punish for having bad teammates ?

Then we are back to square one; most of the attributes of a good teammate that you are wishing for has nothing to do with them being objectivly bad. You said you wanted teammates with "knowledge on how to use their legends ultimate, camping at chokepoints , fighting uphill battles, making unnecessary noise, giving up position , looting while mates are shooting , not paying attention to sound queue, ect." Most/all of those just comes down to different views how to play the game. Guess you cant demand that from randoms, ESPECIALLY not in pubs which is a casual mode. People just dont care about those things in pubs. 

I advice you to find premades who shares your ideas how to play the game or play ranked until you reach high elo like diamond3 where the majority of players actually take the game seriously. To expect people to "camp chokepoints, or not "making unnecessary noise" in pubs is like expecting people to give ADCs all the cs and not KS in ARAM in LoL =)
