No, he means Iron Sights. Examples include:
R-99 ''Outlands Avalanche''/''The Kill Switch''
Peacekeeper ''Lonestar''/''Superstar''
Devotion ''Lead Farmer''/''Tidal Wave''
Spitfire ''The Continuum''/''Heavy Construct''
The list goes on. But to answer the question, it probably wasn't meant to give players an edge, they just wanted to have a legendary skin that changes everything.

i wouldn’t really call the style of a gun “pay to win”

The guns have the same stats and operate the same. You still get the same magnification, bullet drop, damage drop-off etc.

In fact, some skins make it HARDER to see things. The skin isn’t going to be the difference between winning and losing, so no - it isn’t pay to win.

More like pay to survive a hot drop...Picking up a lead farmer devotion is pretty op, as the sights are more forgiving and the muzzle flash doesn't get in the way.
