Why does Wraith's Q cancel when you drop or climb ?

Why does Octane have a 4-6 sec. cooldown?
- Between Cooldown and Left hand animation ends
-Cooldown: 2 sec
-Left hand animation: 2-4 secs
Cooldown doesn't start for Octane until his left hand animation with his stim ends.
