If such players were only allowed to play with high-tier Diamonds or Masters/Preds, matchmaking would take 5-10 minutes, and on some servers, forever.
SBMM in Wildcard and Pubs should be disabled or significantly relaxed. Then you'd encounter such players much less often, everyone would find a match much faster, and we wouldn't be playing with the same people in the lobby for hours (at least that's how it is for me).
