I think its getting worse with time. Most people just don't want to deal with anyone else, they just want to relax, run around and shoot stuff. I see that pretty much everyone has a microphone, but it most games it takes a good effort to get teammates to talk, by * and joking around here and there and trying to make low activity parts of the match a little bit more entertaining. But if I don't say anything, more often than not, nobody else will.
It sucks, but you can't blame the players, I feel like majority just wants to jump in and relax without turning every match into a tactical sim. If people don't want to talk, that's fine, as long as they stick together and help out. If people do talk, at this point, I see it as a bonus.
