It depends on which season pass it was from, as most of the earlier battle passes have a restriction on them, (where the cosmetics cannot be resold). While the cosmetics you do see being resold in packs, (such as the Retro Packs), are cosmetics from recent seasons that do not have this restriction.

Sadly, once an Heirloom is unlocked, it cannot be refunded or exchanged.

There has been players asking for an Heirloom refund/exchange system since the release of Bloodhound's Heirloom, (where we could choose to unlock Wraith's or Bloodhound's), but the game hasn't seen no such system yet. Players have also been asking for a way to preview Heirlooms in-game as a way to see if they actually want the Heirloom or not, (and that's not in the game either, which is a real shame, to be honest).
