That's the essence of casual games. Drop, kill, die, repeat. No time wasted. If you want sweaty games, play ranked. As it is now, there's a mode for everything. There's no reason to ruin casual games by adding leaver penalty.
Nobody cares about positioning or sweating in casual games. We only go there to run fast, fight fast and die fast. You can clearly see that by how many ppl actually try to drop into the same spot instead of spreading out. If you're playing pubs solo to win - you're in the minority. It's a warmup/practice mode. I leave when I die and I expect my teammates to leave when they die (and 90% of the time that is the case). If they don't leave for whatever weird reason, I will definitely use their banners for easy chances to find fights (their killers, or respawn attention seekers), but if they do leave, I'm not gonna blame them for doing what I expected them to do in the first place.
P.S. If casual matchmaking is the same as ranked, then playing in full 3-man squad would generally put you into 3-man lobbies. So, if you don't want to play the solo practice mode and want to get into the casual games where neither your teammates nor enemies leave immediately, all you have to do is team up with 2 other players. Again, that's very natural and works as intended. No reason to ruin or complain about the solo casual experience, that everyone likes and is used to.
